To start billing OHIP and submit claims through HYPEMedical, you must first obtain an OHIP billing number, request or recover your Ministry portal access identifiers, register for MCEDT through the OPS BPS Secure account, and then add Hype Systems Inc. as your designee with MCEDT upload and download permissions enabled.
When to use this article
Use this article when you are:
- opening a new Ontario medical practice
- applying to bill OHIP for the first time
- setting up MCEDT claim submissions
- authorizing Hype Systems to submit and download OHIP billing files
Before you begin
Have the following ready:
- your CPSO certificate or other eligible certificate
- your Ontario practice address
- your banking information for direct deposit
- access to the email account you want to use for your Ministry portal login
1. Apply for your OHIP Billing Number
To trigger the mailing of your Ministry identifiers, you must first apply for an OHIP billing number.
Prepare your MOH Provider Registration package with:
- Application form: Application for OHIP Billing Number (Form 3384-83E)
- Proof of certification: a copy of your CPSO Independent Practice Certificate or other eligible certificate, such as Academic or Supervised Practice
- Practice address: a valid Ontario practice address where patients are seen; P.O. boxes are not accepted
- Banking information: a void cheque or Direct Bank Payment Form (7698-84) so the Ministry can deposit your monthly payments

2. Request your Ministry portal Unique Identifiers
If you already have a valid OHIP billing number but never received, or have lost, your Ministry Unique Identifiers, request that they be re-issued.
You can do this in either of these ways:
- By phone: call the Service Support Contact Centre (SSCC) at 1-800-262-6524, Monday to Friday, 8:00 a.m. to 5:00 p.m.
These Unique Identifiers are required to complete your MCEDT setup.
3. Register your OPS BPS Secure account and enrol in MCEDT
Once you receive your letter containing the two Unique Identifiers, register your digital account and enrol in MCEDT so claims can be transmitted electronically.
Step 1: Register for OPS BPS Secure
- Go to the OPS BPS Secure portal
- Select New User? Register
- Enter your name and the email address you want to use as your Go Secure ID
- Open the confirmation email and click the validation link
Step 2: Enrol in MCEDT
- Log in to your OPS BPS Secure account
- From the service drop-down menu, select New User
- Enter the two Unique Identifiers from your Ministry letter
- Accept the Ministry Use Policy
Your MCEDT access is now being set up for secure claim submission and report retrieval.
4. Add Hype Systems as your designee
To allow Hype Systems to submit claims and download reports on your behalf, you must add Hype Systems Inc. as a designee in OPS BPS Secure (MCEDT).
Phase 1: Add Hype Systems Inc. as a designee
- Log in to your OPS BPS Secure account
- From the main administration screen, select Designee Maintenance (Add, Remove, Update)
- Click Add Designees
Enter the following:
- Designee name: Hype Systems Inc.
- Click Save
- Click Confirm this Designation
Phase 2: Wait for Hype Systems Inc to accept your designee request
Once Hype Systems Inc (1 800 592 2138) accepts your designee request:
- You will receive an automated email from OPS BPS Secure with a confirmation link
- Click the link and log in to your OPS BPS Secure account
- On the Designee Acceptance screen, click Accept
5. Grant MCEDT permissions to Hype Systems
Adding Hype Systems as a designee does not automatically allow HYPEMedical to submit claims or download reports. You must manually grant the permissions.
- Log in to your OPS BPS Secure account
- From the main administration screen, select Designee Maintenance (Add, Remove, Update)
- Select MCEDT Service (Upload/Download)
- On the permissions page, click Select All
- Click Save at the bottom of the page
Selecting Select All allows:
- claim uploads
- report downloads
These permissions are required for HYPEMedical to exchange billing files with OHIP on your behalf.
Once these steps are complete:
- your OHIP billing number is active
- your OPS BPS Secure account is registered
- your MCEDT service is enrolled
- Hype Systems is authorized as your designee
- HYPEMedical can submit claims and retrieve reports for your practice
Common mistake
A common setup issue is adding Hype Systems Inc. as a designee but not granting MCEDT Service (Upload/Download), (step 5 above), permissions afterward. Without that permission step, claim submission and report download will not work.
